The importance of a value based health care system

Mauro Poggia,   Member of the Council of State of Geneva, in charge of the department of security, employment and health (DSES)

Rodolphe Eurin,  CEO Hopital de La Tour

Switzerland has one of the best health care systems in the world resulting in a particularly high  life expectancy rate : 83 years on average.  Such high quality, due in particular to medical and technological advances, is reflected in a system where tailor-made medicine is henceforth a reality. Nevertheless, this progress, which has improved our quality of life in a remarkable manner, comes at a high price.

In order to ensure sustainable access to the best medical treatment possible, political decision makers have two main leverages. On the one hand, they must achieve both adequate health planning and cost management processes and promote an outcome-based health care.  On the other hand, this planning must also be coupled with  health promotion and disease prevention strategies.  To this aim, the department of health of the canton of Geneva relies on two working tools: the Quadrennial Health Planning Report and the Geneva Canton Concept 2030 strategy on health promotion and prevention

What are the key features of these specific tools and how can hospitals engage in supporting outcome-based health care?
