This panel will feature Antonio Hodgers' long-term development plan for our city and canton. David Montalba will then provide an architecturial viewpoint. Mark Muller will moderate the panel, and provide his perspective as a leading Geneva real estate lawyer and ex-Conseiller d'Etat of Geneva that oversaw construction and development.

These highly-qualified panelists will present a vision of Geneva's future that should not be missed.

Born in Argentina shortly before the military dictatorship, Antonio arrived in Switzerland at the age of five with his family as a political refugee in 1981. He grew up in Meyrin, and became a naturalized Swiss citizen in 1990.


At the young age of 21, he was elected to the Geneva parliament (Grand Conseil) in 1997, and became Group Leader and Chairman of the Green party (Les Verts) over the next ten years. During this time, he received university training at the Graduate Institute of International and Development Studies (license in 1999 and graduate degree in 2003).


In 2007, he was elected to the Swiss parliament (Conseil national) and then re-elected in 2011, chairing the parliamentary group of the Green party from 2011 to 2013.


At the end of 2013, he was elected to the Geneva State Council (Conseil d’Etat), and oversaw the Department of Planning, Housing and Energy (DALE). He was re-elected in 2018, serving a President of the Geneva State Council, and continuing his work for the future planning of Geneva as the head of the Department of Territory (DT). Antonio also oversees public policies related to the environment, water, agriculture and nature, as well as sustainable development.

Born in Florence, Italy and raised in both Switzerland and California, David earned his Bachelor of Architecture at the Southern California Institute of Architecture and completed his Master of Architecture at UCLA.


As Founding Principal of Montalba Architects, David leads a diverse staff of over 60 creative professionals, working in close collaboration as design principal on each project.


His diverse background as an architect includes over 26 years of professional practice with architectural firms in the United States and Europe.


Believing that architecture can improve quality of life, David's humanistic approach leads to solutions that are contextual, yet conceptual and visionary in their intent, affect, and appeal. This work has been recognized in various publications and with numerous awards, including the AIA’s National Young Architect Award in 2008, a 2019 AIA Institute Honor Award, and over 100 other design awards in the past 18 years.

Born in Geneva, Mark obtained his law degree from the University of Geneva.


Having obtained his bar exam in 1992, he worked in a real estate investment company, then took over the management of the legal department of the Geneva Real Estate Chamber and of the Geneva professional real estate associations.


In 1997, he was appointed secretary general of the Geneva real estate chamber and responsible for the real estate sector of the Federation of Romandie companies. He was elected municipal councilor in the City of Geneva in 1999, then as a member of the Geneva parliament (Grand Conseil) from 2001 to 2005. In 2003, he joined the law firm Mo Costabelle Pirkl as a partner.


Mark was elected to the Geneva State Council (Conseil d’Etat) in 2005, where he became head of the Department of Construction and Information Technology. Mark took a leading role in the CEVA public project that created today's Lehman Express train service. He was re-elected in 2011, serving as President of the Geneva State Council.


In 2012, Mark returned to the legal profession as a partner in the law firm De La Gandara & Associates. In 2017, he co-founded the real estate law firm Muller & Fabjan.
